From an academic text describing police investigations for drug offences:
"... die Nichtanwendung solcher "vereinfachter Verfahren" kann auch zu einem unterschiedlichen Aussageverhalten und einer Ausdehnung des Tatvorwurfs führen."
It is not clear to me whether the term refers to the suspect's behavior in providing testimony or a statement, or law enforcement/prosecutorial practices in obtaining such.
