The most common form of this (that I have come across, at least) is when a debtor makes a declaration (I think the declaration is made before a judge) that he/she does not have the means to pay a debt and does not have sufficient earnings for the claim to be deducted from his/her wages.
The declaration keeps the wolves (sorry, creditors and bailiffs) at bay for three years, then the person has to make a new declaration.

The author of your text seems to be contesting the declaration (probably your author is the solicitor for the creditor).
