I have a questionnaire about a seminar where among other things they talk about Kulanzabwicklung. The seminar seems to be held by the manufacturer for garages. In one source I found an insurance term for Kulanzabwicklung=Ex Gratia Settlement. But what manufacturers and their sales organisations have to do with insurance? Is Kulanzabwicklung then to do with special aftersales warranty or something else?

Perhaps "goodwill settlement" is more suitable in this context since it has nothing to do with insurance companies. However, a manufacturer (or anyone else providing a service) may find it necessary in certain cases to offer their customers a goodwill settlement, even if a fault or mistake cannot be proven.
