German term

Regierungsamtsrat

German to English Law/Patents Government / Politics
in Polish it's radca = counsel, if this is of any help…
I had Regierungsamtmann in the same text whom I baptized bailiff; this one is higher up.

senior civil servant

According to Muret-Sanders, an Amtsrat is an administrator in the civil service. Since a civil servant works for a government, there would be no need to translate Regierungs-. Maybe the distinction between Amtsmann and Amtsrat is that the former is just a civil servant - not a senior civil servant.

counsel
