According to Muret-Sanders, an Amtsrat is an administrator in the civil service. Since a civil servant works for a government, there would be no need to translate Regierungs-. Maybe the distinction between Amtsmann and Amtsrat is that the former is just a civil servant - not a senior civil servant.

könnte funktionieren, nur 'bailiff' = Gerichtsdiener oder Gerichtsvollzieher, ich würde für den Amtmann einfach 'clerk' nehmen oder auch 'civil servant', falls es isch um eine niedrigere Position handelt. In Österreich wäre das noch viel schlimmer: da gebe es noch den "Hofrat", dieser steht zwischen beiden
