The foundation of a building, road or any other man-made construction is often what is called a strip-foundation.
If you think of a box-like building, the foundation runs all around it, under the outside walls. That would create a border, the outermost side of the foundation. (There are likely to be other foundations criss-crossing within the parameter.)
The shape of the strip foundation traditionally is an upturned T, where the upright can be of a substantial size, but the _ part is usually quite shallow, and not very much wider, than the main part. That is the ledge.
Of course, that is the most vulnerable part of the foundation, but minor damages would not cause any problem.
Not easy to find references, here is one, but it is not very clear. (I hope my explanation is clearer.)
The superstructure of the line has a 14.5-m width at the level of the ground, with a ledge of foundation of 0.5-m thickness.
