: Wykoleić - nawet bez cudzysłowu, tutaj w znaczeniu: nie pozwolić na osiągnięcie celu. Felieton w gazecie, wyrażenie kolokwialne, nie oficjalno-prawnicze, więc IMO dosłowne tłumaczenie jest OK.
