The title of the qualification reads:

I am not sure whether "International Action" is enough for the English translation. Would we say this?

sales engineer in international outreach
Firstly, I have not succeeded in pinning down what action internationale means exactly, and I suspect that is a deliberate ploy. Keep things vague.
The institute/school (it qualifies as an école d'ingénieurs, though it seems not all their diplomas are actually engineering degrees) emphasizes what it does to improve students' language skills. This does not necessarily mean they embark on international careers, but rather that they can work in an international context. I've found an example of an assistante bilingue with the technico-commercial en action internationale qualification who works for an English-language law firm in Paris. So she has 'international outreach'. Another person with the qualification started out as an Assistante Commerciale Trilingue and 25 years later is Responsable Commerciale Grands Comptes & Business developer Marché éolien for a French company, "an international group that designs and manufactures complex mechanical parts and sub-assemblies". So again, while based in France, she has international outreach.
To what extent the qualification means one is an engineer is debatable. As Wikipedia says, "Sales engineering is a hybrid of sales and engineering that exists in industrial and commercial markets. An engineering degree is not mandatory for a sales engineer, as long as they have sales knowledge and sufficient technical knowledge of the service or product they are called sales engineer".

Addendum - Yes, I got the impression from your post. This is why I would say sales consultant, as opposed to sales assistant or sales person. I have always assumed the "consultant" aspect includes the correct level of expertise. |

: Balance of probability. However, some of these "Master"-flogging business schools are well dodgy. I just had a glance at their website and I couldn't see any particular signs that international aid or development is their sort of stuff.

However often they do come form technical (especially R&Q departments) because sometimes it's ingrained lore (especially in IT/FR) that if you know (from a technical point of view) the product you can better sell it to the customer , which means you can tell more believable lies (which is disputable).
We could argue that in smaller organizations they would need one person to cover two figures, however, that is the 'proposal engineer' and the 'salesperson'. In that case only I would call him/her a "technical sales representative". But that must be the case.
I think it reads alright.
It's a nasty little one to put together alright, and that's why these certificates take more time than you think they should.
The international bit is trickier – export/international markets?
For me, there is definitely a clear distinction between sales and technical sales.
In UK you can you get either a formation in selling/marketing or a technical formation. Not a combined one.
Whichever way you put it, it will probably sound odd in UK. In UK people doing selling are expected to be good at marketing BS, no one expects from them to really know all the fine points of what they're selling.
if i had to put it as a job title with sticking to the terms, i'd probably thing about something like:
Technical sales representative, international scale operations
but i don't know if it's sthg you could see frequently, also the meaning is the same pointed out by FPC.
