I think this is a mistranslation of "doorvoerstekker", which is an adapter like this one, suitable for two different types of plug. I found it by doing a Google Images search for the Dutch word.

: Spliced cord is wrong in my opinion, but you're on the right lines with extension cord, since it has multiple outlets. However, I don't believe there's any cord involved.
