That's all I have -- it's on a diagram, which I'll explain as best I can.
Pay car park exit barrier device, two traffic islands on top and bottom, a barrier between them, to the left a red dotted arc coming out from the two ends of the barrier and meeting in the middle. Maybe indicating some kind of detection device -- the arc is on the side where cars draw up.
It's one of those things where you put in a pre-paid exit ticket or card and the barrier lifts, a bit like on the autoroute.

It most likely refers to the (decorative) plate which adapts the (probably rectangular and ugly) card reader mechanism to the (circular) hole in the cabinet standing on the floor, commonly known as an escutcheon, as here (different context - same principle):

Apologies for the delay with closing this question and thanks to all.
As for the diameter '3', do they giive any units? 3 m seems plauisble, though hardly ties in with your description, since these exit lanes are usually pretty narrow...
Normally un 'fourreau' for a card would be card holder but what you describe may just be the 'slot' (fente) where you put the card
