I think this renders it prettty well.

The distribuidor is the BURSAR who is the one responsible for DISBURSING TOWN OR CITY FUNDS, THE ACCOUNTANT IS THE CONTADOR AND THE PARTIDOR IS THE ONE WHO ANALYSES THE WAY THE MONEY WILL BE DISTRIBUTED, or ALLOCATED.

The break down is not necessarily into three functions in English

anexo

I know this answer was graded long ago, but I just had the same question and found this. I agree with Jane's translation except that "anexos" is clearly not appendices in this context. In my document, the whole phrase is followed by an address. Anexos here means "Offices (of the ...)"
