The phrase introduces a list of documents and other information used as a basis for determining the acceptability of (whatever it is...).

In Chilean Spanish "Se dispone de" would commonly be replaced by the heading: "Antecedentes"

NB: 'comprised of', suggested by asker, is plain bad English. You can write 'XXX is composed of ...' or 'XXX comprises ...', but never 'XXX comprises of...' or 'XXX is comprised of...'
