I think it refers to land which can be built on, but is considered non-residential. What would be the correct English term (UK preferred)?

The índice de edificabilidad is floor area ratio (FAR), so, although edificabilidad can have a number of meanings, I think floor area is the correct term, probably gross rather than net in this instance, although it's more usual to leave that out. It would appear from Googling that you are right and the terciaria here refers to non-residential property.
