A far-reaching global trade deal being negotiated in secret could threaten the goals of the Paris climate deal by making it harder for governments to favour clean energy over fossil fuels, a leak of the latest negotiating text shows. The controversial Trade in Services Agreement (Tisa) aims to liberalise trade between the EU and 22 countries across the global services sector, which employs tens of millions in Europe alone.
But a new EU text seen by the Guardian would oblige signatories to work towards “energy neutrality” between renewable energy and fossil fuel power, although amendments proposed by the EU would exempt nuclear power from this rule. The document, marked “limited distribution – for Tisa participants only”, would also force member states to legislate against “anti-competitive conduct” and “market distortions” in energy-related services. This is viewed by campaigners as code for state support for clean power sectors, such as wind and solar.
A right to regulate is explicitly mentioned in the paper, but governments would first have to prove the necessity for regulations that legally constrain multinationals. The same clause was used in the World Trade Organisation’s Gatt and Gats treaties which entered into force in 1995, and led to 44 complaints by multinationals via their governments. Of these, 43 were upheld.

Source text - English Globalization has thrust communities into greater contact with each other and compelled us to understand multilingual communication. Developments such as diaspora communities, transnational relations, migration, and digital communication have created more multilingual interactions. As we see the way people negotiate language relationships and develop proficiencies in diverse languages, we begin to realize that traditional models of language acquisition and competence lack the capacity to explain contemporary experiences. Less known scholarship on how language relationships and learning work in nonwestern communities suggests that what we see around us now is not new. Such forms of multilingual contact and acquisition are characteristic of other multilingual communities from precolonial and/or premodern times. The assumptions modern linguistics is based on reflect homogeneity and monolingualism, and fail to take account of multilingual realities in diverse contexts and communities. The search is on to develop more complex models that explain not only the ways in which nonwestern/multilingual communities acquire language competence, but how all of us are compelled to learn and use languages in late modernity. In this article, we articulate the emerging realizations about multilingual communication, the needed shifts in language acquisition, the new questions that need further exploration, as well as review exemplary studies that offer useful insights.

Back in April, she went into the Berwick store to buy a Wi-Fi dongle and a year’s airtime. At the time the company had a data extravaganza offer on promotion, and she was promised 20GB of data a month for £20. At the time she was given a contract that stated that it offered 10GB a month, but this was amended in pen by the Vodafone store staff to say 20GB.
In the first month she exceeded 10GB and Vodafone took £566 from her account by direct debit. When she complained she was told by store staff that it was a mistake, and to stop further payments she was advised to cancel her direct debit. Since then she has been penalised time and time again for using more than 10GB of data per month (but remaining within the 20GB provided for by the contract), and is now receiving demands for £1,265.

If the women quit before age 30, they were able to avoid more than 97% of these early deaths. Smoking damages the airways and small air sacs in the lungs. This can cause chronic coughing, wheezing, trouble breathing, and long-term (chronic) lung disease. More than 90% of deaths due to chronic bronchitis and emphysema – together these are known as chronic obstructive pulmonary disease (COPD) – are caused by smoking. Today, more women than men die from COPD, and evidence suggests that women are more likely to get severe COPD at younger ages than men. The risk of COPD goes up with the number of cigarettes smoked each day and with the length of time a woman has been smoking. Female smokers aged 35 or older are almost 13 times more likely to die from emphysema or bronchitis than those who have never smoked. The lungs grow more slowly in teenage girls who smoke. And adult women who smoke start losing lung function in early adulthood
