Source text - English Bright neon lights, vivacity and intense perfumes. The city gives the visitor an original impression, far removed from the rigour of the Capital.
A frenzied continually changing city situated on the sea. Osaka could be compared to Naples, looking at the city as a whole and also for the spirit of its inhabitants. In a disorderly mixture of styles, large-scale architectural works stand tall above tiny traditional residences surrounded by a tangle of rail lines, shopping malls lit up with neon lights and factories. Osaka offers quite an original image and atmosphere: an unusual mixture of old and new. The impression that one gets is that of a city often far removed from the rigour of Tokyo life: in the capital's underground railway, for example the queues are orderly and the citizens are careful not to upset the calm, while the streets of Osaka are populated by noisy, cheerful people.
Life in Osaka undoubtedly has a different flavour compared to the rest of the country, and if you look at the history of this city you can see the reasons why.
The third largest urban centre in Japan, Osaka has a very long tradition as a sea port and a city known for its cultural exchanges with the continent even in ancient times, as well as an important commercial and industrial port in more recent times. The entrepreneurial surge which animated Japan's rapid development in the last century started right here, when the government was in the hands of the trading class, often directly against the wishes of the military aristocracy who governed in faraway Tokyo.
The city's food culture is also original. While the kitchens of traditional restaurants and inns in Tokyo do not give out any odours - because dishes are mainly raw - those of Osaka are full of aromas of food cooked on scalding hot plates, and eating is always accompanied by animated chatting.
OSAKA CUISINE: According to a Japanese saying "you eat food with your eyes". This is truer for food in Tokyo, where the various sushi and sashimi prevail, than for that of Osaka, which is more "rough and ready". Typical dishes are okonomi-yaki, literally "pizza according to your own taste": pizza bread made with flour and vegetables, which customers themselves cook on a hot-plate, adding the ingredients of their choice, sweet-and-sour sauce and tako-yaki, balls made of octopus meat cooked in cast iron moulds.
The city's residents speak Kansai-ben, a complex dialect with strong regional characteristics often used in television serials and advertising. This is the final element of our paradoxical and rather superficial comparison between the Japanese megalopolis and Naples. It may be just a narrative ploy, but the similarities are extraordinary.

Una città sul mare, frenetica e in continua trasformazione. Osaka potrebbe essere paragonata a Napoli, guardando alla città nel complesso e al temperamento dei suoi abitanti. In un miscuglio disordinato di stili, imponenti opere di architettura si ergono accanto a piccole abitazioni tradizionali, circondate da un groviglio di linee ferroviarie, centri commerciali illuminati da luci al neon e fabbriche. Osaka offre un'immagine e un'atmosfera alquanto originale: una miscela di antico e di nuovo. L'impressione che si ha è quella di una città molto lontana dal rigore della vita di Tokyo: nella metropolitana della capitale, ad esempio, le file sono ordinate e i cittadini stanno ben attenti a non turbare la quiete, mentre le strade di Osaka sono popolate di gente rumorosa e allegra.
La vita a Osaka ha senza dubbio un sapore diverso dal resto del paese e la ragione sta nella storia di questa città.
Terzo più grande centro urbano del Giappone, Osaka ha una lunghissima tradizione come porto marittimo e come luogo famoso per i suoi scambi culturali con il continente, anche nell'antichità, oltre che come importante porto commerciale e industriale in tempi più recenti. Lo slancio imprenditoriale che ha portato al rapido sviluppo del Giappone nell'ultimo secolo è cominciato proprio qui, quando l'amministrazione era nelle mani della categoria dei commercianti, spesso apertamente contrari ai voleri dell'aristocrazia militare che governava dalla lontana Tokyo.
Anche la tradizione culinaria della città è originale. Mentre dalle cucine dei ristoranti tradizionali e dalle osterie di Tokyo non escono odori - perché le pietanze sono per lo più crude - quelledi Osaka sono piene di aromi di cibo cucinato su piatti bollenti e il pasto è sempre accompagnato da conversazioni animate.
LA CUCINA DI OSAKA: Secondo un detto giapponese "mangiamo il cibo con gli occhi", questo è vero più per il cibo di Tokyo, dove prevalgono i vari sushi e sashimi, che per quello di Osaka, che è più "alla buona". I piatti tipici sono l'okonomi-yaki, letteralmente "pizza a tuo gusto": una focaccia fatta con farina e verdure, che i clienti cuociono da soli su piatti bollenti, aggiungendo ingredienti a loro scelta, salsa agrodolce e tako-yaki, polpette fatte di polpo cucinate su stampi di ghisa.
I residenti della città parlano il Kansai-ben, un complesso dialetto con forti caratteristiche regionali, usato spesso nelle serie televisive e nelle pubblicità. Questo è un aspetto decisivo della nostra paradossale comparazione tra la megalopoli giapponese e Napoli. Può sembrare solo uno stratagemma narrativo ma le somiglianze sono straordinarie.

Source text - English The hotspot approach also required the introduction of an early, swift screening of the status of all individuals disembarked in Italian ports, to separate those believed to be asylum-seekers from others believed to be irregular migrants. A screening process not based on any legislation and performed in haste, when individuals are still too tired or traumatized by the journey to participate in an informed way, and before they have had a chance to receive adequate information regarding their rights and the legal consequences of their declarations, risks denying people fleeing conflict and persecution access to the protection they have a right to.
Finally, the emphasis placed by European institutions and governments on the need to increase expulsions has led to two critical developments in Italy. Thousands of orders to leave the country autonomously have been handed to individuals considered to be irregular migrants following the above mentioned, flawed screening. These people have virtually no chance to comply with the order, even if they wanted to, due to lack of documentation and money. As a result, they have remained in the country, but without any form of assistance, vulnerable to exploitation and abuses. The Italian authorities have also negotiated new bilateral agreements, including with governments responsible for appalling atrocities, such as the Sudanese government. On the basis of these agreements, groups of individuals considered irregular migrants, again on the basis of a flawed screening process and without an adequate assessment of the risks involved in their repatriation, were sent back to countries where they were exposed to the risk of ill-treatment and other serious human rights abuses.
