So müsst ihr das machen! US-Politiker belehren ihre europäischen Kollegen, wie diese die Finanzkrise lösen sollen. Viele Verantwortliche in Europa nervt das zusehends, und zu der atmosphärischen Störung kommt eine inhaltliche Spaltung: Zwischen den beiden alten und früher so eng verbündeten Ökonomie-Machtblöcken entwickelt sich ein Wirtschaftskrieg.
Wenn es ums Geld geht, zählt auch eine Freiheitsmedaille nicht viel. Diese Erfahrung musste Angela Merkel mit Barack Obama machen, der ihr im Sommer mit viel Brimborium die Medal of Freedom im Weißen Haus verlieh. Völlig überraschend für die Bundeskanzlerin hatte der US-Präsident bei einem Besuch der Internetfirma LinkedIn im kalifornischen Mountain View Ende September die Europäer rüde beschuldigt. In der Schulden- und Finanzkrise seien ihre Aktionen nicht ganz so schnell gewesen, "wie es nötig war", stichelte er, sie hätten "nie umfassend auf all die Herausforderungen reagiert, denen ihr Bankensystem ausgesetzt war". Die Krise sei durch die akuten Probleme Griechenlands noch verschärft worden: "Das jagt der Welt Angst ein."
Im vertrauten Kreis fragte sich Merkel danach, ob das denn wirklich nötig war, diese Belehrung aus der amerikanischen Provinz. Noch am Tag zuvor hatte die Kanzlerin, wie so oft, mit Obama telefoniert. Von einer anstehenden Generalabrechnung mit Europa sagte er kein Wort. Die Attacke aus Mountain View hat den Ton vorgegeben.
Es war der Beginn eines lauten Konflikts, eines Scharmützels um die richtige Wirtschaftspolitik, das Europa und die USA immer stärker beschäftigt. Mehr oder weniger offen entwickelt sich ein Wirtschaftskrieg zweier alter Ökonomie-Machtblöcke, deren Wohlergehen längst von aufstrebenden Ländern wie China, Indien oder Brasilien abhängig ist. Der Zwist spielte auch beim Treffen der Finanzminister der G-20-Staaten in Paris am Wochenende eine Rolle. Das jahrelang gepflegte schöne Bild der "transatlantischen Brücke" jedenfalls zeigt bedenkliche Risse....

"This is how you should do things!" - United States politicians lecture their European peers on how to resolve the financial crisis. That visibly gets on the nerves of many officials in Europe. Over and above the static, there is a tangible split: an economic war is unfolding between the two old and formerly closely allied economic power blocs.
When it comes to money, even a Medal of Freedom does not count for much. That has been Angela Merkel's experience with Barack Obama, who last summer awarded her the Medal of Freedom in the White House with a great deal of fuss. As an utter surprise for the Chancellor, the US President, on a visit in late September to the Internet firm LinkedIn in Mountain View, California, brusquely took the Europeans to task. With regard to the debt and financial crisis, he jibed, they had taken actions that had not been quite as quick "as they needed to be". They had "never fully dealt with all the challenges that their banking system faced". The crisis was being compounded with what was happening in Greece and was "scaring the world".
Among trusted advisers, Merkel wondered whether this lecturing from the American provinces was actually necessary. Only the day before, the Chancellor had been on the phone with Obama, as it so often happens. He had made no reference to any forthcoming general settlement of accounts with Europe. The attack from Mountain View set the ton for what was to follow.
It was the beginning of a loud conflict over appropriate economic policy, skirmishes in which Europe and the USA ever more actively engage. With varying frequency, an economic war is unfolding between two old economic power blocs, whose welfare has long been dependent on such up-and-coming countries as China, India or Brazil. The quarrel also played a role in the meeting of the G-20 ministers over the weekend. At any rate, the beautiful picture of the "transatlantic bridge", groomed over the years, shows disquieting cracks....

Source text - French Ce chapitre étudie l’état actuel des infrastructures de transport (infrastructures portuaires et infrastructures terrestres) et leurs problèmes et propose un plan d’actions pour les améliorer. Des infrastructures modernes et maintenues en bonne condition sont absolument nécessaires pour un trafic de transit efficient.
Le port Autonome de Douala
Le Port autonome de Douala (PAD) est une entreprise propriétaire du premier port en activité du Cameroun, le port de Douala. Cette entreprise appartient à l'État Camerounais. Le port est situé dans l'estuaire du Wouri sur la côte littorale et donne sur l'Océan Atlantique. Il assure 95 % du trafic portuaire national Camerounais et est le premier port de la CEMAC. Il permet également de desservir les États enclavés du Tchad et de République Centrafricaine, grâce à des accords particuliers. À ce titre, les exportations et les importations en provenance ou à destination de ces pays bénéficient de tarifs préférentiels.
Prestations et caractéristiques du PAD
Au cours des quarante dernières années, le Port Autonome de Douala (PAD) a connu une augmentation très importante de ses trafics d’importation et une certaine stagnation du trafic d’exportation. Les exportations en tonnes atteignaient 2,2 millions de tonnes en 2000, 2,0 millions de tonnes en 2001 et 1,9 millions de tonnes en 2002 où le déclin des exportations de bois du Cameroun a été compensé par une augmentation des envois venant du Congo-Nord.
Par contre, les importations ont connu une augmentation constante au cours de la même période (3,2 millions de tonnes en 2000, 3,7 millions de tonnes en 2001 et 3,9 millions de tonnes en 2002.
En 2012, soit dix ans après, nous observons le même phénomène : les exportations sont toujours stagnantes (2 millions de tonnes en 2010 et 2,2 millions de tonnes en 2011), tandis que les importations continuent de progresser, passant de 5,6 millions de tonnes en 2010 à 6,3 millions de tonnes en 2011. Le PAD a d’ailleurs atteint un nouveau record en 2011 avec 8.6 millions de tonnes manutentionnées.
La capacité maximale du PAD est estimée à 10 millions tonnes par an compte tenu de l’espace et du matériel manutentionnaire actuellement disponible et à condition que ce dernier soit convenablement entretenu et renouvelé.
Le nouveau port en eaux profondes au Sud de Kribi contribuera sûrement à la décongestion du PAD quand il sera mis en service. Néanmoins, le PAD conservera toujours son rôle prédominant pour l’économie du Cameroun et de son hinterland malgré ses limites (profondeur de son chenal d’accès entre Douala et l’Océan Atlantique), étant donné qu’un volume appréciable du PIB du Cameroun est généré par l’agglomération urbaine de Douala, un facteur important pour la décision des armateurs, des chargeurs, des transitaires et destinataires sur le port de déchargement. Pour les exportations, le nouveau port en eaux profondes au sud de Kribi fournira une vraie alternative par rapport au PAD. Cependant, le port de Douala continuera à jouer un rôle majeur pour le trafic de transit vers la Tchad et la RCA.
Les principales caractéristiques du port de Douala sont les suivantes :
• Capacité annuelle de trafic de 10 millions de tonnes
• 26 quais d’accostage sur 5,5 km de long
• 7 terminaux spécialisés
• 15 entrepôts
• 65 ha de terre-pleins
• 25 km de voies ferrées
• 20 km de routes bitumées
• Tirant d’eau maximal : 7 m
• Longueur de quai General cargo : 1800 m
Une partie des activités du port est exploitée sous forme de concession par des partenaires privés. Ces conventions de concession sont encadrées des lois et règlements en vigueur en République du Cameroun .C’est notamment le cas du remorquage et de lamanage, de l’exploitation du terminal mixte fruitier et surtout du terminal containers.
Contraintes résultant des infrastructures portuaires
Une analyse de l’état physique et de l’utilisation des infrastructures portuaires permet de noter les points suivants :
• Le système de circulation des camions à l’intérieur et autour du port provoque de très nombreux embouteillages et d’énormes problèmes de congestion. Le parcours de quelques kilomètres dans le port peut prendre plus d’une heure.
• Ce phénomène de congestion est aggravé par l’état des voies routières qui sont en très mauvais état, certains tronçons étant impraticables par des camions lourds.
• Ces difficultés de circulation dans le port affectent le trafic dans la ville de Douala, car de nombreux camions en attente de chargement ou de déchargement font la queue sur la voie publique et interfèrent avec le trafic urbain.
• Il n’y a qu’une sortie du port pour le trafic de transit (une deuxième sortie a été fermée pour accroitre et sécuriser les contrôles). Cela accroit les problèmes de congestion et les délais de sortie du port.
• De nombreux conteneurs destinés au trafic de transit sont dépotés sur le port et les marchandises rechargées en vrac sur les camions. Comme il n’y a pas encore de plateforme logistique pour ce trafic, ces dépotages s’effectuent sur la voie publique, ce qui complique les problèmes de circulation et de sécurité.
Les efforts du port pour améliorer l’efficience des services de facilitation sont en partie annihilés par l’état des infrastructures du port, surtout de l’infrastructure routière.
Il faut noter que le projet de la Banque Mondiale de facilitation du trafic de transit, avait décidé de financer la construction d’une plateforme logistique pour le trafic de transit au port de Douala. Cette composante du projet n’avançant pas, la Banque Mondiale a décidé, en accord avec le PAD, de réallouer les fonds attribués à ce projet, à d’autres activités, laissant le financement de cette plateforme au PAD.
D’une manière générale, l’efficacité du port peut être améliorée par une meilleure utilisation de l’espace portuaire.
Itinéraires conventionnels
Les voies légales reconnues pour le transit sont mentionnées dans la Convention sur les Transports Routiers passée entre le Cameroun et le Tchad signée le 22 décembre 1999. Elles comprennent des liaisons entièrement routières et de liaisons rail-route (utilisant le rail entre Douala et N’Gaoundéré puis la route à partir de N’Gaoundéré).
Le gros du trafic par voie terrestre pour le Tchad passe par N’Gaoundéré, ville située à 1.083 km au nord de Douala par route et 884 km par voie ferroviaire. A partir de N’Gaoundéré, la majeure partie du trafic empruntait la voie remontant au nord vers Kousséri (730 km) qui est la dernière ville camerounaise avant le pont de Nguili. De l’autre côté du pont se trouve le poste douanier tchadien à environ 7 km de N’djaména. Suite à la dégradation de la route vers Kousséri et depuis le bitumage en 2007 de la route N’Gaoundéré – Moundou (382 km), la majorité du trafic rejoint N’djaména en passant successivement par Touboro, Koutéré, Moundou, Kélo, Bongor et Guélendeng....
Translation - English In this chapter, we assess the current state of the transport infrastructure (port, road, and rail) and we propose an action plan for improvements. Modern, well-maintained infrastructure is vital for an efficient transit system.
The Douala Port Authority
The Douala Port Authority (PAD) is the company which owns the main port in Cameroon, the port of Doula. The company is owned by the government of Cameroon. The port is located in the delta of the Wouri on the Atlantic coast. It handles 95 percent of Cameroon’s maritime shipments and is the major port for the Central African Economic and Monetary Community (UEMOA). The port also handles consignments for the landlocked countries of Chad and the Central African Republic (CAR) under special agreements. Hence, exports and imports to and from these countries enjoy preferential tariffs.
Services and Features of the PAD
Over the last forty years, the volume of imports handled by the PAD has increased very significantly while the volume of exports has tended to stagnate. In 2000, exports amounted to 2.2 million metric tons, falling to 2.0 million metric tons in 2001 and 1.9 million metric tons in 2002, the decline in exports of timber from Cameroon being offset by an increase in shipments from the northern Congo.
Conversely, imports have increased steadily over the same period: 3.2 million metric tons in 2000, 3.7 million metric tons in 2001, and 3.9 million metric tons in 2002.
Ten years later, in 2012, the situation remains unchanged: exports continue to stagnate (2 million metric tons in 2010 and 2.2 million metric tons in 2011), while imports continue to rise, increasing from 5.6 million metric tons in 2010 to 6.3 million metric tons in 2011. Moreover, in 2011, the PAD achieved a new record, handling 8.6 million metric tons for exports.
The PAD’s maximum capacity is estimated at 10 million metric tons, based on the space and handling equipment currently available and on the assumption that the latter is properly maintained and replaced when necessary.
The new deep-water port of South Kribi will no doubt considerably ease congestion at the port once it becomes operational. Nevertheless, the PAD will continue to play a predominant role in the economy of Cameroon and that of its landlocked neighbors, despite its limitations (viz: problem of the depth of the port channel between Douala and the Atlantic Ocean), since a considerable share of Cameroon’s GDP is generated by the city of Douala, which is an important factor for ship owners, loaders, freight forwarders and consignees having to decide where best to have their goods handled. As regards exports, the new deep-water port of South Kribi will provide a real alternative to the PAD.
However, the PAD will continue to play a major role in the transit of goods to Chad and the CAR.
The main features of the port of Douala are as follows:
• Annual handling capacity of 10 million metric tons
• 26 wharves spread over an area of 5.5 km
• 7 specialized terminals
• 15 warehouses
• 65 hectares of reclaimed land
• 25 km of railway line
• 20 km of paved road
• Maximum draught: 7 m
• Length of general cargo wharf: 1800 m
Some of the port’s activities are outsourced to private companies by way of concession agreements. These agreements are governed by laws and regulations currently in force in the Republic of Cameroon. Services covered by these agreements include towing and berthing, management of the break bulk terminal for the handling of fruit, and significantly, management of the container terminal.
Constraints resulting from port infrastructure
An analysis of the physical state of the port infrastructure and of the way in which it is used reveals the following:
• There are extremely frequent traffic jams and tremendous problems of congestion as a result of the movement of trucks within and around the port. It can take more than an hour to cover the short distance—a few kilometers—from one end of the port to the other.
• This problem of congestion is compounded by the fact that the roads are in very poor condition, so much so that some sections cannot be used by heavy vehicles.
• Congestion in and around the port also adversely affects the city of Douala itself, because there is often a backlog of trucks waiting to enter the port for loading or unloading, and blocking the roads outside the port, holding up normal traffic.
• There is only one exit from the port for transit vehicles (a second exit was closed in the interest of security and control). This aggravates the congestion problem and increases the time needed to exit the port.
• Many of the containers intended for transit are opened and stripped in the port and the goods then re-loaded in bulk on to trucks. Since there is no logistics platform for this activity, the containers are stripped in the roadway, which gives rise to further problems of congestion and security.
Efforts by the PAD to improve its facilitation services are to some extent frustrated because of the state of port infrastructure, especially the poor condition of the roads.
It was initially planned that the World Bank’s transit facilitation project would also fund the construction of a logistics platform specifically for shipments in transit in the port of Douala. However, since no progress had been made on this aspect of the project, the World Bank decided, in agreement with the PAD, to reallocate the funds to other activities, leaving it up to the PAD to fund the logistics platform itself.
Generally speaking, the efficiency of the port would be improved with better use of the available space.
Conventional itineraries
The routes legally recognized as transit routes are specified in the Convention on Road Transport signed by Cameroon and Chad on the 22nd December 1999. These routes may consist entirely of roadways or may be a combination of road and rail (using the railway between Douala and Ngaoundéré, and then continuing from there by road).
Most road and rail links with Chad go through Ngaoundéré, a town located 1,083 km north of Douala by road and 884 km by rail. From Ngaoundéré, most consignments travel north to Kasseri (730 km), the last town in Cameroon before the Ngueli Bridge. The first customs checkpoint in Chad is on the other side of the bridge and is about 7 km from N’Djamena. Due to the worsening condition of the road to Kasseri, and since the road between Ngaoundéré and Moundou (a distance of 382 km) was paved in 2007, most consignments reach N’Djamena via Touboro, Kontere, Moundou, Kelo, Bongor and Guelendeng....

ΕΠΙΘΥΜΩΝΤΑΣ την περαιτέρω ενδυνάμωση των φιλικών δεσμών και σχέσεων μεταξύ των Χωρών τους και την επέκταση με βάση την αμοιβαιότητα μεταξύ τους, της συνεργασίας σε θέματα ασφαλείας και ειδικότερα:
α. στην αντιμετώπιση τρομοκρατικών ενεργειών, οργανωμένου εγκλήματος και της κατάχρησης και εμπορίας ναρκωτικών, και
β. στην ανταλλαγή πληροφοριών, γνώσεων και εμπειριών στον τομέα της ασφάλειας,
ΑΝΑΓΝΩΡΙΖΟΝΤΑΣ τα αμοιβαία πλεονεκτήματα από μια τέτοια συνεργασία,
ΣΥΜΦΩΝΟΥΝ ΤΑ ΑΚΟΛΟΥΘΑ:
Άρθρο 1
1. Τα Αστυνομικά Σώματα των Συμβαλλόμενων Μερών θα συνεργάζονται και αλληλοβοηθούνται για τη διασφάλιση της δημόσιας τάξης και ασφάλειας και την πρόληψη, διερεύνηση και καταστολή του εγκλήματος στους ακόλουθους τομείς:
α. Τρομοκρατικές ενέργειες.
β. Οργανωμένο έγκλημα.
γ. Παράνομη παραγωγή, διακίνηση, εμπορία και χρήση ναρκωτικών.
δ. Πλαστογραφία και παράνομη κυκλοφορία τραπεζικών επιταγών, γραμματειών κ.λπ..
ε. Έρευνα για πρόσωπα που αγνοούνται ή καταζητούνται.
στ. Έρευνα για πρόσωπα που έχουν καταδικαστεί.
ζ. Διασφάλιση των κρατικών συνόρων και αποτροπή της παράνομης πρόσβασης σ΄ αυτά.
η. Ασφάλεια επισήμων αντιπροσωπειών, κυβερνητικών απεσταλμένων, καθώς και άλλων προσώπων με διπλωματικά προνόμια σύμφωνα με το διεθνή νόμο.
θ. Πλαστογραφία διαβατηρίων και άλλων ταξιδιωτικών εγγράφων.
ι. Κλοπές αυτοκινήτων, πλαστογράφηση αδειών οδηγήσεως και άλλων οδικών εγγράφων.
κ. Παράνομη κατοχή όπλων, πυρομαχικών και εκρηκτικών υλών.
λ. Άλλες μορφές εγκληματικότητας.
2. Η συνεργασία και βοήθεια περιλαμβάνει επίσης:
α. Ανταλλαγή επιστημονικών, τεχνολογικών και νομικών πληροφοριών και στοιχείων.
β. Ανταλλαγή πληροφοριών σχετικά με τον έλεγχο αλλοδαπών.
γ. Ανταλλαγή πείρας και γνώσεων στον τομέα της επιμόρφωσης και εκπαίδευσης ειδικών και άλλων μελών των Αστυνομικών Σωμάτων των Συμβαλλόμενων Μερών.
δ. Ανταλλαγή καθηγητών ή λεκτόρων των Αστυνομικών Ακαδημιών των Συμβαλλόμενων Μερών αν θεωρηθεί σκόπιμο.
ε. Ανταλλαγή εκπαιδευτικών επισκέψεων μελών των Αστυνομικών Σωμάτων των Συμβαλλόμενων Μερών.
στ. Συνεργασία στον κοινωνικό τομέα και στον τομέα της ψυχαγωγίας των μελών των Αστυνομικών Σωμάτων περιλαμβανομένης και ανταλλαγής επισκέψεων για ψυχαγωγία στην ακόλουθη βάση:
(Ο Τα Μέρη μπορούν ν' ανταλλάζουν επισκέψεις ομάδων εκδρομέων (έγγαμα ζευγάρια) μέχρι είκοσι (20) άτομα πάνω σε ετήσια βάση.
(ii) Η διάρκεια της εκδρομής θα είναι μέχρι δεκαπέντε (15) ημέρες περιλαμβανομένων των ημερομηνιών άφιξης και αναχώρησης.
(iii) Τα Μέρη θα καθορίζουν εκ των προτέρων τις ημερομηνίες και το πρόγραμμα της εκδρομής μετά από διαβουλεύσεις.
(iv) Αμφότερα τα Μέρη θα καλύπτουν όλα τα έξοδα διοργάνωσης των εκδρομών στην επικράτεια τους.
(ν) Τα έξοδα μετάβασης από μία Χώρα στην άλλη θα καλύπτονται από το Μέρος που αποστέλλει την ομάδα.
(νϊ) Το Μέρος υποδοχής θα παραχωρεί ξεναγό και τα αναγκαία μέσα διακίνησης, θα διοργανώνει πολιτιστικό πρόγραμμα και θα παρέχει κατά το δυνατό, βιβλία και άλλα έντυπα για αλληλογνωριμία των Χωρών τους.
Άρθρο 2
Η εφαρμογή της Συμφωνίας αυτής υπόκειται στην εθνική νομοθεσία του κάθε Μέρους.
Άρθρο 3
Κάθε Συμβαλλόμενο Μέρος μπορεί να αρνηθεί τη συνεργασία σε περιπτώσεις που θα μπορούσαν να θέσουν σε κίνδυνο την κυριαρχία, την ασφάλεια ή τα εθνικά τους συμφέροντα ή εάν είναι εναντίον της νομοθεσίας του. Η άρνηση συνεργασίας κοινοποιείται στο άλλο Συμβαλλόμενο Μέρος χωρίς καθυστέρηση.
Άρθρο 4
α. Τα ενδιαφερόμενα Μέρη δεν θα γνωστοποιούν εμπιστευτικές πληροφορίες εκτός εάν εξασφαλίσουν προηγουμένως την άδεια της πλευράς που τις έχει προμηθεύσει.
β. Αντικείμενα, πληροφορίες και τεχνικά μέσα που λαμβάνονται βάσει της Συμφωνίας μπορούν να αποσταλούν σε τρίτα Μέρη μόνο με τη συγκατάθεση της πλευράς που τα έχει χορηγήσει.
Άρθρο 5
α. Οι δύο πλευρές θα δημιουργήσουν μία Συντονιστική Επιτροπή για παρακολούθηση της εφαρμογής της Συμφωνίας η οποία θα προεδρεύετε από τους Υπουργούς με συμμετοχή αντιπροσώπων από τα δύο Υπουργεία, της Αστυνομίας και άλλων εμπειρογνωμόνων. Αντιπρόσωποι από άλλα Υπουργεία μπορούν επίσης να λάβουν μέρος στις εργασίες της Επιτροπής αυτής αν χρειαστεί.
β. Η Συντονιστική Επιτροπή θα συνέρχεται σε διαστήματα που καθορίζονται μέσω διαβουλεύσεων εκ περιτροπής στην Ελληνική και την Κυπριακή Δημοκρατία.
Άρθρο 6
Η Συμφωνία δεν θα επηρεάσει δικαιώματα και υποχρεώσεις που προκύπτουν από άλλες διεθνείς συμφωνίες των Συμβαλλόμενων Μερών.
Άρθρο 7
Η Συμφωνία αυτή συνομολογείται για απεριόριστη χρονική περίοδο εφόσον καμμία από τις δύο πλευρές δεν την αναστείλει, ειδοποιώντας εγγράφως προς το σκοπό αυτόν την άλλη πλευρά. Στην περίπτωση αυτή, η Συμφωνία θα πάψει να ισχύει έξι (6) μήνες μετά την παραλαβή τέτοιας ειδοποίησης από την άλλη πλευρά.
Άρθρο 8
Έναρξη ισχύος Συμφωνίας

Translation - English Preamble
The Ministry of Justice and Public Order of the Republic of Cyprus and the Ministry of Public Order of the Hellenic Republic,
Wishing to strengthen further the friendly ties and relations between their countries and to broaden, on a basis of reciprocity, their cooperation on security issues, particularly with respect to:
(a) Dealing with terrorist acts, organized crime, drug abuse and drug trafficking, and
(b) Exchanging information, knowledge and experience in the area of security,
Recognizing the reciprocal benefits from such cooperation,
Have agreed as follows:
Article 1
1. The police forces of the Contracting Parties shall cooperate and assist each other with a view to ensuring public order and security and preventing, investigating and repressing crime in the following areas:
(a) Terrorist acts
(b) Organized crime
(c) Illicit drug production, traffic, trade and use
(d) Forgery and illicit circulation of bank cheques, notes etc.
(e) Search for persons missing or wanted by the police
(f) Search for persons under sentence
(g) State border security and prevention of unauthorized access to the State borders
(h) Security of official delegations, Government emissaries and other persons enjoying diplomatic privileges under international law
(i) Forgery of passports and other travel documents
(j) Theft of automobiles and forgery of driving licenses and other road documents
(k) Illicit possession of weapons, ammunition and explosives
(l) Other types of crime.
2. This cooperation and assistance shall further include:
(a) Exchange of scientific, technological and legal information and data
(b) Exchange of information related to aliens control
(c) Exchange of experience and information in the area of advanced training and training for specialists and other members of the police forces of the Contracting Parties
(d) Where appropriate, exchange of professors or lecturers of the police academies of the Contracting Parties
(e) Exchange of educational visits by members of the police forces of the Contracting Parties
(f) Cooperation in the social field and in the area of recreation for members of the police forces, including exchange of recreational visits on the following basis:
(i) The Parties may exchange visits of groups of excursionists (married couples) of up to 20 persons on an annual basis.
(ii) The duration of the excursion shall be up to 15 days, including the days of arrival and departure.
(iii) The Parties shall determine the excursion dates and programme through consultations held in advance.
(iv) Each Party shall meet all costs of organization of these excursions in its territory.
(v) The costs of travel from one country to the other shall be met by the Party sending the group.
(vi) The receiving Party shall provide a tour guide and the necessary means of transport, organize a cultural programme and, to the extent possible, furnish books and other printed material to familiarize the two countries with each other.
Article 2
The implementation of this Agreement shall be governed by the national legislation of each Contracting Party.
Article 3
Each Contracting Party may decline to cooperate in cases that could jeopardize its sovereignty, security or national interests or if such cooperation is contrary to its legislation. The refusal to cooperate shall be communicated to the other Contracting Party without delay.
Article 4
(a) Neither Party may communicate confidential information without first obtaining the permission of the side that provided it.
(b) Items, information and technical resources obtained under this Agreement may be forwarded to third parties only with the consent of the side that provided them.
Article 5
(a) To monitor the implementation of this Agreement, the Contracting Parties shall set up a coordination committee chaired by the Ministers and comprising representatives of the two Ministries and the police and other experts. Where necessary, representatives of other ministries may also participate in the work of the committee.
(b) The coordination committee shall meet alternately in the Republic of Cyprus and the Hellenic Republic at intervals to be determined through consultations.
Article 6
This Agreement shall not affect any rights and obligations arising out of other international agreements binding on the Contracting Parties.
Article 7
This Agreement shall remain in force for an unlimited period, unless it is suspended by either Contracting Party, notifying to that effect the other Party in writing. In that event, the Agreement shall cease to be in force six months after reception of such notification by either Contracting Party.
Article 8
This Agreement shall enter into force 30 days after the date on which the instruments of its ratification or acceptance are exchanged.

Первые исторические сведения о населении Центральной Азии, в том числе Узбекистана, относятся к середине I тысячелетия до н.э. В VI веке до н.э. в Центральной Азии установилась власть персидской династии Ахеменидов; в IV веке до н.э. ахеменидскую династию завоевал Александр Македонский. В дальнейшем территория Узбекистана полностью или частично входила последовательно в крупные государства древности: преемников Александра Македонского – Селевкидов (IV–III вв. до н.э.), Греко-Бактрийское царство (III II вв. до н.э.), могущественное средне-индийское государство Кушанов (конец I в. до н.э.–IV в. н.э.).
На формирование узбекского этноса, имеющего тюркские корни и являющегося титульной нацией, оказали влияние различные культуры и цивилизации. Историческое развитие узбеков происходило в условиях близких контактов и смешения с иранскими народами и культурой.
В VIII в. Центральная Азия, в том числе и территория Узбекистана, была завоевана арабами и присоединена к владениям Арабского халифата. Завоевание сопровождалось внедрением ислама. Новая религия быстро распространилась среди населения, хотя оно частично придерживалось зороастризма и некоторых других религий (буддизм, манихейство, христианство несторианского толка). Распространение ислама привело к вхождению данного региона к ареалу исламской цивилизации.
В конце IX в. господство арабов сменилось властью местных династий. С IX–XII на территории Узбекистана существовали государства Саманидов, Караханидов и Сельджукидов.
В начале XIII в. Центральная Азия (наряду с Азербайджаном и Ираном) недолго входила в состав государства Хорезмшахов, прекратившего свое существование под ударом полчищ Чингисхана. Вскоре власть перешла к династии Темуридов. Это было временем наивысшего развития экономики и расцвета культуры (вторая половина XIV–XV вв.). Столицей государства Амира Темура был Самарканд. Государство Темуридов в средние века объединило в своем составе огромную территорию, создав единое правовое и экономическое пространство. Эта эпоха и абсолютная монархия, сформировавшаяся в это время, может рассматриваться основой формирования национальной государственности Узбекистана.
На рубеже XV – XVI вв. государство Темуридов сменило государство Шейбанидов, правившими до XVI в. Около четырех столетий, начиная с XVI в. и до завоевания Центральной Азии Россией во второй половине XIX в., на территории Узбекистана существовало три узбекских ханства: Бухарское ханство (с середины XVIII - эмират), Хивинское и Кокандское.
Во второй половине XIX в. большая часть Центральной Азии, в том числе современного Узбекистан, была присоединена к России. Образовалось Туркестанское генерал-губернаторство.
После революции в России, в 1920 г. образовались Бухарская и Хорезмская народные советские республики.
В 1924 г. было осуществлено национально-государственное размежевание Центральной Азии. Узбекская Советская Социалистическая Республика была образована 27 октября 1924 г. При национальном размежевании в состав Узбекской ССР вошли территории, населенные в основном узбеками. В республике оказалось 82% общего числа узбеков, живших в СССР; они составляли 76% всего населения вновь образованной республики. Около 70 лет Узбекистан входил в состав СССР, и особенности демографического и социально-экономического развития находилось вод влиянием процессов, характерных для Советского Союза.
1 сентября 1991 г. стало переломным моментом в истории страны, когда Узбекистан провозгласил свою государственную независимость. 31 августа 1991 года Верховный совет Республики Узбекистан принял постановление "О провозглашении государственной независимости Республики Узбекистан", а также Конституционный закон " Об основах государственной независимости Республики Узбекистан".
Основная часть населения (более 21 млн.) – узбеки, тюркоязычный народ с древней самобытной культурой. В республике также живет значительное число представителей других народов: казахов, таджиков, каракалпаков, киргизов, туркмен, русских, украинцев, татар, армян, корейцев, уйгур и др.
В антропологическом отношении узбеки – народ смешанного происхождения, включивший как европеоидные, так и монголоидные компоненты. Антропологи относят узбеков к южным европеоидам типа Среднеазиатского междуречья. Узбекское население городов и древних земледельческих оазисов имеет сравнительно малую примесь монголоидных черт.
Государственным языком в Республике Узбекистан является узбекский язык. Литературный узбекский язык относится к карлукской группе западной ветви тюркских языков. Одна из характерных особенностей узбекского языка – его глубокая историческая связь с таджикским языком. Каракалпакский язык относится к кипчакской группе тюркских языков.
По религиозной принадлежности верующая часть узбеков и каракалпаков – мусульмане-сунниты, относящиеся к ханифитскому мазхабу (правовой школе). Для ислама в Узбекистане, как и во всей Центральной Азии, было характерно слияние ортодоксальной его формы с мистическим направлением – суфизмом, а также присутствие доисламских верований....

The first historical information about the settlement of Central Asia, including Uzbekistan, dates to the middle of the first millennium B.C. In the sixth century B.C., Central Asia was under the rule of Persia's Achaemenid dynasty; in the fourth century B.C., that dynasty was conquered by Alexander the Great. The territory of Uzbekistan, in its entirety or in part, was subsequently ruled by the great States of antiquity: the descendants of Alexander the Great and Seleucus Nikator (fourth to third centuries B.C.); the Graeco-Baktrian Empire (third to second centuries B.C.); and the powerful central Indian State of Kushanov (late first to fourth century A.D.).
Various cultures and civilizations helped to shape the Uzbek race, with its Turkic roots, into the titular nation. The historical development of the Uzbeks took place in a context of close contacts and intermingling with the Iranian peoples and culture.
Central Asia, including the land that is now Uzbekistan, was conquered by the Arabs in the eighth century and was added to the possessions of the Arab Caliphate. Islam was introduced in the wake of this conquest. The new religion spread quickly, although the people held on to some aspects of Zoroastrianism and certain other religions (Buddhism, Manichaeism and Nestorian Christianity). The spread of Islam led to the absorption of the region into the area of Islamic civilization.
In the late ninth century, the reign of the Arabs was replaced by the rule of local dynasties. From the ninth to the twelfth centuries, the territory of Uzbekistan was ruled by the Samanid, Karakhan and Seljuk States.
In the early thirteenth century, Central Asia (along with Azerbaijan and Persia) was briefly part of the Khwarezm-Shah dynasty, which was brought down by the hordes of Genghis Khan. Soon after, power shifted to the Timurid dynasty (established by Tamerlane). During this period (late fourteenth to the fifteenth centuries), the economy and culture flourished, and Tamerlane made his capital at Samarkand. In the Middle Ages, the Timurid Empire extended over a vast territory, forming a common legal and economic space. This period, and the absolute monarchy that emerged at the time, may be regarded as the foundation for the nationhood of Uzbekistan.
At the turn of the sixteenth century, the Timurid Empire was replaced by the Shaybanid Empire, which ruled throughout the sixteenth century. For nearly four centuries, from the sixteenth century until Russia conquered Central Asia in the late nineteenth century, there were three Uzbek khanates in the territory of Uzbekistan: Bukhara (an emirate as from the mid-eighteenth century), Khiva and Kokand.
In the late nineteenth century, most of Central Asia, including contemporary Uzbekistan, became part of Russia. The Governorate-General of Turkistan was established.
After the Russian revolution, in 1920, the Bukhara and Khorezm People's Soviet Republics were formed.
In 1924, Central Asia was divided up into ethnic States. The Uzbek Soviet Socialist Republic was established on 27 October 1924. Under this ethnic division, the territories populated chiefly by Uzbeks became part of the Uzbek SSR. The Republic housed 82 per cent of all Uzbeks living in the USSR; they made up 76 per cent of the total population of the newly formed Republic. Uzbekistan was part of the USSR for nearly 70 years, and its demographic, social and economic development was influenced by typically Soviet processes.
The turning point in the country's history occurred on 1 September 1991, when Uzbekistan's independent statehood was proclaimed: on 31 August 1991, the Supreme Soviet of the Republic of Uzbekistan adopted a decision proclaiming the independent statehood of the Republic of Uzbekistan and a constitutional act on the legal foundations of the independent statehood of the Republic of Uzbekistan.
The majority of the population (more than 21 million) is Uzbek, a Turkic-speaking people with an ancient and distinctive culture. Uzbekistan is also home to many other peoples, inter alia Kazakhs, Tajiks, Karakalpaks, Kyrgyz, Turkmens, Russians, Ukrainians, Tatars, Armenians, Koreans and Uigurs.
In anthropological terms, the Uzbeks are a people of mixed descent, with both Caucasian and Mongoloid elements. Anthropologists regard the Uzbeks as southern Europeoids of the Central Asian Mesopotamian type. The Uzbek population of the towns and ancient cultivated oases has a comparatively small admixture of Mongoloid features.
Uzbek is the official language of Uzbekistan. The literary Uzbek language belongs to the Karluk group of the western branch of the Turkic languages. One of the characteristic features of the Uzbek language is its profound historical links with the Tajik language. The Karakalpak language belongs to the Kipchak group of the Turkic languages.
In terms of religious affiliation, Uzbeks and Karakalpaks are Sunni Muslims of the Hanafi madhhab (school of law). Typical of Islam in Uzbekistan, and indeed throughout Central Asia, is the merging of orthodox Islam and Islamic mysticism, or Sufism, as well as the presence of some pre-Islamic beliefs....

Con base en una revisión exhaustiva de las fuentes de información bibliográfica disponibles, se compiló y sintetizó la información existente sobre taxonomía, distribución, hábitat, biología, morfología, importancia, estado y tendencia poblacional y del hábitat, amenazas, gestión, utilización y comercio (legal e ilegal), y conservación de las especies. Como resultado, se elaboraron fichas informativas para cada especie con base los apartados señalados
Estudios basados en información proporcionada por pobladores locales sugieren que el pico de extinción de la especie se dio entre 1946 y 1965. XXX realizó la última observación documentada de la especie en 1956. Pese a la posible existencia de una pareja observada en 1993 (registro no confirmado), estudios de 1995 revelaron que el bosque fue talado y no hubo más evidencia de la especie. Adicionalmente, no se tiene registro de ejemplares vivos en cautiverio.
Las presiones que llevaron a la especie a la extinción fueron la pérdida y fragmentación del hábitat y la cacería local, pero no hay indicio alguno de que ésta última estuviera relacionada con el comercio internacional.
Desde que la especie fue incluida en los catálogos en 1975, con base en la información comercial registrada en la base de datos de PNUMA CMCM, únicamente se tiene registrada una reexportación de Estados Unidos hacia México en el 2006 de 4 especímenes con propósitos científicos. Es altamente probable que comprendan especímenes de museo, dado que YYY reporta que no existen registros documentados de la especie en su área de distribución desde 1956.
Durante un monitoreo intensivo del hábitat potencial para la especie realizado en 1996, se determinó que solo se cuenta con el 0.61% de las condiciones mínimas de hábitat necesario para su reproducción y sobrevivencia, lo cual implica que de existir algún ejemplar en vida libre la recuperación de la especie sería virtualmente imposible.
La especie está catalogada como extinta en la lista de especies en riesgo de México. La especie cumple con la definición de “Posiblemente extinguida”. Debido a que ambas especies se encuentran extintas en el medio silvestre, no fue posible evaluarlas bajo los criterios para enmendar los catálogos.
A pesar de que las medidas cautelares recomiendan que “ninguna especie incluida en el catálogo será retirada, a menos que haya sido transferida antes, y todo impacto ocasionado por el comercio de la especie se haya supervisado durante por lo menos dos intervalos entre reuniones de la Conferencia” y que “las especies que se consideren posiblemente extinguidas no deberían suprimirse de la lista si cabe la posibilidad de que sean objeto de comercio en la eventualidad de que vuelvan a descubrirse; tales especies se anotarán en los catálogos "posiblemente extinguidas"; sugerimos que el comité considere la pertinencia de eliminar a la especie dado que ella se reporta extinta desde hace más de 50 años....

After a comprehensive review of the available bibliographical data sources, the existing information regarding taxonomy, distribution, habitat, biological and morphological characteristics, significance, population and habitat status and trends, threats, management, utilization and trade (legal and illegal), and conservation in respect of the species was compiled and summarized. As an outcome, fact sheets reflecting the sections specified were drawn up.
Surveys based on information provided by local inhabitants suggest that the extinction of the speacies peaked between 1946 and 1965. The last documented sighting of the species was in 1956 by XXX. Although a pair may have been sighted in 1993 (unconfirmed record), studies carried out in 1995 revealed that the forest had been cut down and there was no more evidence of the species. In addition, there is no record of live specimens in captivity.
The pressures that led the species to extinction were loss and fragmentation of the habitat, and local hunting. There is no evidence that such hunting was related to international trade.
For the period since the species was included in the lists in 1975, the only movement recorded in the trade data of the UNEP World Conservation Monitoring Centre (UNEP-WCMC) database is a re-export of 4 specimens from the United States to Mexico in 2006 for scientific purposes. Since, according to YYY, there has been no documented record of the species in its range since 1956, it is highly likely that the re-export comprised museum specimens.
Thorough monitoring of the potential habitat of the species in 1996 revealed that only 0.61 per cent of the minimum habitat conditions necessary for the reproduction and survival of the species were available. Consequently, should some specimen exist in the wild, recovery of the species would be practically impossible.
The species is listed as extinct in the Mexican list of species at risk. The species meets the definition of "Possibly extinct". Since the two species are extinct in the wild, it has been impossible to evaluate either on the basis of the criteria for amending the lists.
Although, under the precautionary measures, "no species listed shall be removed unless it has been first transferred, with monitoring of any impact of trade on the species for at least two intervals between meetings of the Conference" and "species that are regarded as possibly extinct should not be deleted if they may be affected by trade in the event of their rediscovery; these species should be annotated in the Appendices as ‘possibly extinct’", we suggest that the Committee should assess the pertinence of deleting the species, given that it has been reported extinct for over 50 years....
