I suspect it is a device for measuring voltage, but for the life of me I can't find it in any dictionaries or even be sure through google search what the exact term is.

In Turkish technical jargon, there are many components that are called "araba". Basically, any part of a machine that moves on a rail-like structure can be named "araba", whether it has wheels or not. I am making my suggestion based on my professional technical experience. Although I have no solid grounds to claim that it is correct, it can be understood by the readers of the translation. Search engine results are promising.
