agree  Jennifer Levey: 'download' is correct. 'downstream' is wrong in Asker's context.

neutral  philgoddard: This might be appropriate for (say) an individual downloading a file. But I don't think it fits this context, which is a network outside the home and on the service provider's premises. It's about large amounts of data whizzing back and forth.
