Spanish term or phrase: bandas de rodadura
THis is actually used as an example in a theoretical text:

Seems to have to do with tires??

speed bumps/rumble strips
Explanation:
Even though it seems like an unlikely translation, I think this could be about speed bumps. All searches on Latour lead to this. Rumble strips is another option, but is mentioned less in this context.

Bruno Latour has returned to the theme of ... Speed bumps, chicanes, kerbs, rumble strips and so on restrict the movement of vehicles and are ...

Unlike Foucault, however, Latour offers a largely celebratory discourse of these capacities. Take, for instance, his famous discussion of speed bumps. According to Latour, speed-bumps emerge as a result of the impossibility of relying on the drivers’ individual wills, or on the esoteric force of Durkheim’s ‘collective consciousness’, to control their speed when, for example, approaching a school zone. Speed bumps, Latour argues (1999, 186), solve this problem by enabling the “translation” of a collective moral demand, such as ‘slow down so as not to endanger students’, into a self-interested demand, like ‘I should slow down and protect my car’s suspension’

neutral  bigedsenior: It can't be both. They have different functions. I would go for speed bumps Plus speed humps. Bumps are made for 2- 5 mph, whereas Humps are for 10-15 mph. Respinse. Don't you think that is what the Discussion section is for??

-> I know it can't be both. My point here is that the term given doesn't appear in any articles on Latour, as far as I know. I have offered a couple of alternatives that make sense in the context .

I don't have time to find out what they're called in English but they appear to be strips of asphalt laid on cobblestone streets, so vehicles can move without making a noise.

I can't access the text (www.bruno-latour.fr/virtual/EN/plan51.txt no longer exists) but I've seen this short fragment

Higher up, in rue Gay-Lussac, in May 68 the cobbles used to vibrate as if they were on a cushion of air; today they rest on a thick layer of asphalt, rigid and...

The text is available on https://www.scribd.com/document/19303021/Latour-Paris-the-In... but I don't have access.
