I can't see that it can actually be related to censuses, but not sure.

"El proveedor deberá explicar la metodología censal ante un entorno cookieless como el que se enfrenta el mercado en los próximos años. Debe proponer evoluciones tecnológicas o de medición para hacer frente a este entorno"

survey methodology


Explanation:
After looking at the PDF corresponding to the text (found it on Google here: https://ipmark.com/wp-content/uploads/2020_12RFP_Medicion_de... it seems clear that the whole document is about doing surveys for the purpose of market research, in this case in reference to internet usage. As the document states, "El objetivo principal de este proceso es la implantación de un medidor de audiencias digitales." I think that the best answer therefore is survey methodology."

Metodología Censal
