Nope :) After a long look at their site map, I ended up finding it on their official website by comparing the Spanish and English version, as AllegroTrans suggested. They have it as Department of Treasury, with Martin Alvarado as Head of that department. Thanks anyway!

I have, yes. I can't find it. However, I found an interview on Google where Marvin Alvarado is referred to as the Head of this department (Departamento de Emisión y Valores) and in the English texts he is referred to as the bank's Treasurer. Not sure that helps with the translation.

Yes, indeed, it's a dept. of the Central Bank of Costa Rica. I'm just not sure what to translate it as because the proposed translation so far is missing the whole "issuance" element, and since that's its main purpose, it feels inaccurate to omit it.

It's a department of the central bank, and its role appears to be issuing banknotes and coins.
