'Kolektor' u ovom slučaju ima značenje glavne, sabirne kanalizacione cevi u koju se ulivaju otpadne vode iz svih ostalih cevi instalacije ulične kanalizacije (u Raškoj) a zatim iz nje izlivaju direktno u reku.

Inače kolektor (otpadnih voda) je bilo koja (spoljna) kanalizaciona cev u koju se ulivaju otpadne vode iz drugih, u odnosu na nju, sekundarnih cevi spoljne kanalizacije.

Ova rečenica:
...rekom Raškom,kolektorom sanitarnih otpadnih voda grada Raške koje se u Ibar izlivaju bez neke prethodne obrade.
nije baš najjasnije sročena ali značenje je da se u reku Rašku direktno izliva kolektor sanitarnih otpadnih voda grada Raške a ne da je reka Raška kolektor.
Bolja konstrukcija bi bila npr.: "...rekom Raškom tj. kolektorom optpadnih voda grada Raške..."

To se vidi i iz sledeće rečenice:
"Pored glavnog kolektora postoji i više manjih izliva fekalnih voda koje se direktno izlivaju u vode Ibra."
