"Модел ПНБО" + a two-digit number is NOT the "payment reference number" in all forms it comes BEFORE the actual "[receipt of] payment reference number" - it is a reference number that indicates the method used to calculate the "control code" / "checksum number" / "validation code" that will be computed and added (usually at the end) to the "payment reference number" in the receipt given to the taxpayer for paid tax.
