Mislim da niste dobro postavili pitanje jer ste izdvojili termin iz konteksta, a u kontekstu bi glasilo "randomly selected passers-by". Zabuna je u srpskom tekstu jer je to pleonazam - "nasumicno" i "slucajni", a to engleski jezik nikako ne "trpi".

"Bystander" samo stavlja naglasak na to da ta osoba u momentu u (o) kome se govori, se NALAZI (zaustavljena je, ili stoji) u blizini nekoga ili necega, Znaci osoba koja se zatekla u blizini nekoga (necega), bez razlike da li je pre toga sedela, stajala, prolazila, promatrala ili slicno.

U svakom slucaju, nije "slucajno" sto u oficijalnom prevodu naslova sledece navedene knjige stoji:
