неснятые замечания – это, конечно, то же, что неустраненные, но проблема в том, что формулировка в наст. времени (that are not addressed) будет непонятна, я бы переформулировал, напр.: (condition is) that all the issues identified in the Customer's comments (if any) on the results of the services have been addressed prior to such acceptance; я всегда придерживался такой позиции: если замечания называть «comments» (так требуют многие заказчики), то их устранение следует называть словом «close» (comments have been closed), если «issues/concerns», то «address», если «nonconformities», то «remedy/rectify» (но недавно от одного заказчика поступило фееричное обоснование того, почему все-таки следует писать «eliminate comments»)
