Я считаю, что в суверенных бондах РФ возможно принятие до 100% экспозиции. Есть базовая версия - 70%. Но в ряде случаев, когда риски на рынке повышенные, мы хотим иметь возможность до 100% уйти в актив, который не несет в российской действительности кредитных рисков (читаем «суверенный долг РФ = абсолютный риск бенчмарк в РФ»), и который не имеет риска валютной переоценки.

Вы, видимо, затрудняетесь с общим смыслом? Здесь имеется в виду - "перейти на тип активов, которые не несут кредитных рисков", т.е. перераспределить инвестиции в пользу таких активов.
Автор имеет в виду что по базовой модели у них 70% приходится на суверенные РФ бонды, но в ряде случаев можно уйти в них и на 100%.

Ну а варианты можете сами придумать, "opt for 100% exposure", "switch 100% to the assets" или как еще.
