neutral  Rachel Douglas: I think the only problem with that is that it was said by Victor Stepanovich Chernomydin, whose language would never be described as "elegant". Both "never has" and "yet again" sound very refined and lofty, not colloquial.

Both components there are nice and idiomatic, and they contradict each other in just the right way. But it's not too laconic, even with sneaking "It's" in, instead of "This is". I'll think about it some more.
