Severe mental retardation with mild intellectual disability - (incorrect WHO code)
Explanation:
Severe mental retardation with minimal manifestation (this is the word you asked? I give literal translation in the first place as in my native language also this word used) of intellectual disability

As of 2015, the term "mental retardation" is still used by the World Health Organization in the ICD-10 codes, which have a section titled "Mental Retardation" (codes F70–F79). In the next revision, the ICD-11 is expected to replace the term mental retardation with either intellectual disability or intellectual developmental disorder, which the DSM-5 already uses.

The ICD-10 conceptualization of Mental Retardation is replaced with the concept of intellectual developmental disorders (IDD) in ICD-11. The diagnostic term of mental retardation is replaced by Intellectual Disability In DSM 5. The term “intellectual disability" (ID) has widely replaced MR for policy, administrative and legislative purposes in many countries (Carulla, 2011). A federal statute in the United States (Public Law 111-256, Rosa's Law) replaces the term mental retardation with intellectual disability in law and public policy.
Classification
In ICD-10 criteria, Intellectual disability/mental retardation comes under Mental and Behavioural disorders (F70-F99), specifically from F70 to F79. According to ICD-10 criteria, the coding for degree of mental retardation are: F70 Mild Mental Retardation, F71 Moderate Mental Retardation, F72 Severe Mental Retardation, F73 Profound Mental Retardation, F78 Other Mental Retardation and F79 Unspecified Mental Retardation.
In mild mental retardation or intellectual disability, the approximate IQ range from 50 to 69 (in adults, mental age from 9 to under 12 years). This group may have some leaming difficulties in school and many adults will be able to work and maintain good social relationships and contribute to society. In moderate level of intellectual disability or Moderate Mental Retardation, the approximate IQ range from 35 to 49 (in adults, mental age from 6 to under 9 years). This category shows marked developmental delays in childhood but most can learn to develop some degree of independence in self-care and acquire adequate communication and academic skills. Adults will need varying degrees of support to live and work in the community. Under severe Mental Retardation or severe level of Intellectual disability, the approximate IQ range from 20 to 34 (in adults, mental age from 3 to under 6 years) This group needs continuous need of support. In Profound Mental Retardation or profound (IQ under 20) (in adults, mental age below 3 years) which results in severe limitation in self-care, continence, communication and mobility (ICD-10, WHO)

Please read the very first sentence in the answer. I gave you the word but when you translate the codes, you do not have to give a word-by-word translations as IDC-codes are already in English.
