Even if I don't know you, it looks like you have much more experience than me on translation.
I agree in part with you on the difference between human and machine translation: but sometimes, we (humans) think we know how to translate a word or a concept, then we discover that it could have been better translated.
I am of the same "Aviz" with you on the meaning of the word "Aviz": it actually means different things. My mother tongue is Italian and the roots of Italian and Romanian language are both Latin: therefore, many words have not only the same root, but even the same meaning. "Aviz" is one of them. I admit that my knowledge of the Romanian language is not deep. Anyway, I always do put all my efforts when translating. I always make research on the terms and my aim is always to help honestly, when answering any Kudoz. I don't assume, anyway, that if I am not of the same "Aviz" of some other translator, she/he does not translate with all of her/his knowledge or that she/he posts random answers. I have seen several KudoZ answers that I don't agree with, but I very seldom judge with a Disagree, because I respect the efforts that somebody else had made in the translation. Regards

The difference between a human translator and a machine is that the human translator knows what he/she is talking about. We don't translate words, we translate concepts and we know their meaning in the specific field or area. Posting random answers - for whatever reason - is not helpful to anyone and it compromises our image on that forum. "Aviz" is not an easy term to translate, because it means different things depending on the context. You either know it, or you don't. I suspect that in this context is means Notice/Authorization of Land Concession or sth to this effect, but I would not post this, because it is a pure guess
