Portuguese term or phrase: radiofrequência fundamental
I am having problems with the term "fundamental" that appears in this Consulta Pública in various ways. Ex.
"radiofrequência fundamental", "a emissão fundamental", "emissão da frequência fundamental".

Could it be "baseband"? Thus "baseband frequency", "the baseband emission", "emission of the baseband frequency"...

Or is it something totally different?

Please answer only if you are fairly sure of the correct technical term!
