No trecho abaixo:
"(...) uma vez que as famílias apresentam dificuldades financeiras e, ainda, com as restrições de circulação, fica impossibilitado o acesso a aquisição de tais produtos."

Qual seria a tradução de "circulação de pessoas" nos Estados Unidos?

"People's movement" não pode ser, visto que indica "movimento popular". "Movement of people" muda o sentido porque está relacionado à migração.
"Movement of persons" é a minha escolha do momento, mas está muito atrelado à "livre circulação de pessoas" como um direito fundamental, por isso eu fiquei pensando que o termo é muito perigoso para o contexto. Vocês têm outras sugestões?

Acabei usando "transit of people", pois cabia em todos os trechos e encontrei em vários sites de agências de ajuda humanitária. De qualquer forma, agradeço pelas dicas aqui e só consegui encontrar por causa da sua resposta.

Também tenho dúvidas sobre exatamente o que pretende traduzir, se o trecho ou “circulação de pessoas”. Se for o trecho, e dado que o substantivo - famílias- está mencionado na oração anterior, parece-me desnecessário acrescentar “pessoas”.
Por outro lado, “travel restrictions” podem ser impostas em diversos níveis (local, estatal, nacional) e podem incluir uma série de medidas, inclusive “stay-at-home orders”.
Claro que nada disto faz sentido se o contexto não for o texto mencionado...
