This is an honorific prefix. It can be translated literally as "The Fortunate," "the Saved (in a spiritual sense," "The Prosperous" or "The Happy," but such phrases sound rather awkward, at least in my North American English.

"The esteemed Datuk Dr. Muhammad . . ." sounds a bit better.

Spelled out it is "Yang Berbahagia."
