It must be read with "ad". Ad can render the idea of finality, and is not rare to see it used with the gerundive, with that idea of finality. So, "for kissing" or "to kiss" the chains of martyrs...

quis in carcerem ad osculanda vincula martyris reptare patietur?, which can be rendered "who will suffer (she) going into the prisons to kiss the martyr's chains?", as it can be seen in the link below. The idea is of finality, "to kiss", "for kissing"
