Still specifications for wharf buildings. This refers to a gatehouse and there are 3 of these (3ケ所) in the building. Other items in the same list are things like 電気設備、給排水設備 etc.
I have no idea what this might be (truck or track....?)

In the US, there is a weigh station along the highway and ccertain types of vehicles (tractor-trailor??) have to make a stop for a weigh in. I wonder those stations have a pit like this... Anyway, good luck!
