This is about protecting the buyer's "deposit money" on a condo purchase....There are several types of alternative agreements for this. Can't quite figure out a good English equivalent for this one. Your help is much appreciated!

As a Japanese native, 質建 (Construction Quality?) doesn't sound right. Moreover, I have never ever heard "質建" before.
