I know this is a formal title, and I understand what they do, but I'm trying to find the name of the equivalent position in English and failing. Thanks for any help.

How about "mental care specialist"?

I think in that case the word "対話" is important, i.e. 精神対話士is a specialist who provides mental care mainly through listening to the people in need and discussing with them their problems on equal terms. He/she is neither a psychologist or psychotherapist, nor a psychiatrist or medical doctor.
However, as far as it seems to be an exclusively Japanese job title, "mental care specialist" may sound ambiguous. I do not know if the text you are translating would allow it, but I guess parenthesizing some short explanation after the word in question or adding a footnote would be well-justified.
For further reference, see a book by the Japanese Mental Care Association titled
対話で心をケアするスペシャリスト(精神対話士).
