Hyouka dekiru means "we can give it a positive evaluation," or "there is some merit." I put "our attemp" for "kokoromi" to show what this Japanese word may be translated to, but I think you can omit it. This should be obvious to Kris, who has the whole document, but you can't tell from this sentense alone. It is very common that the authors themselves refer to their paper as 本投稿論文, so my sample translation followed this. In this case, 評価できる is a modest way to say, "our paper is great." This is just a style to write an academic paper as if you were a third party. But there is also a possibility that somelese is reviewing this paper.
