On the chart at the above link, the second column from the left shows a little bit of explanation about this particular set of safety standards (it's the column with the heading "日本ガス協会"). The fourth row of the table talks about "安全遮断弁の設置要求", which seems to apply to your sentence. Although it doesn't list that exact index number of 指－機－0126－85, it might be what you are looking for. That standard defines the specific requirements for safety shutoff valves as "2台直列に設置
（遮断１秒以内）".
As far as the translation of this specific code, I get the feeling that "指－機" is an abbreviation from something longer, and they just took two kanji out of the long name of the section to make a shorter reference code.
