I can find many instances in Japanese of this type of 文人審第XX号通知, but I have not been able to find any English translation of what 文人審 is. I am guessing it is some kind of Japanese law or government ordinance or ministry ordinance type of thing. I am guessing that 文人審 might be an abbreviation for a longer phrase. But searches have not yielded what it is an abbreviation for.

One example in Japanese that lists 文人審第四八号:

On the above page, if I hit "English" it just goes to the English home page of the site, not the English version of this page, so that doesn't really help.

Does anybody know what this is in English? And if it is an abbreviation, do you know what the longer phrase is?
