Based on the context and fact an estimate is involved I would guess it is a sub-contracting agreement (part of a larger work contract). If it's not for goods, "Service Agreement" (as PortCity suggested) could work and is more general. I'd stick with one term that isn't repeated and then "Replace All" when you have a better idea of the specific contract or can confirm with the agency.

汎用性を求めるならService Agreement がピッタリと思います。そして委託者はservice recipient、受託者はservice provider にすれば、汎用性抜群です。

この契約書ですが、かなり情報に欠けています。添付書類が別にあって、そこに詳しく書かれているのかもしれませんが、私の手元にあるものには何の業務を委託するのか一切記載がありません。また、委託者が別の会社から何かを受託されてその一部の業務を委託するのかも分かりません。翻訳会社からの依頼の仕事なので翻訳会社に問い合わせたいところなのですが、連休でお休みですし、納期は連休明けの朝一番。
そこで、幅広く対応できそうなものがあればと考えています。

委託者・受託者に関してですが、原文は
「委託者A（以下「甲」という）と受託者B（以下「乙」とする）は・・・本契約を締結する」となっているので
This Agreement is made and entered into by and between 委託者, XXX Corporation (hereinafter referred to as “XXX”) and 受託者, YYY K.K. (hereinafter referred to as “YYY”) という英訳にしています。
前文のこの部分にのみ委託者・受託者を使用し、それ以降は会社名を出して翻訳を進めています。

I agree it makes more sense to use the name of the companies, but if you do a lot of legal work and use a CAT tool using "Party A" and "Party B" might save you some time on a similar job in the future.

Subcontracting agreement にしろ outsourcing agreement にしろ、委託者目線の名称なので、委託する業務の内容を表した名称にした方が良いのではないでしょうか。下には委託契約の例としてdog walking contract なるものまで載っています。（笑）http://contracts.onecle.com/type/284.shtml

「委託者」「受託者」は、例えば不動産オーナーと清掃会社との委託契約ならownerと(清掃サービスの)provider など、契約上の役割に応じて個別に考えることもできますが、簡単なのは、「会社名を使う」ことです。例えば、ドングリ株式会社が委託者で、Acorn Co., Ltd. が受託者なら、それぞれ冒頭で（以下"Donguri"、"Acorn" ）にして、「委託者」「受託者」が出るたびにDonguri、Acorn を使うという方法です。

I agree with PortCity. It would depend on the industry and what's being subcontracted. The scope of "subcontract" is broader than is used to be and has come to mean "委託する" in spoken English but in legal terms the implication is that the subcontract is part of a larger work contract. Also, as Cinefil said, it would depend on the industry and type of work being done. Some industries use less formal and more direct legal terminology while some are old fashioned.

他社から請け負った業務を別の会社に委託するのですか。それとも自社の業務の一部を他社に委託するのですか？自社の業務を委託するなら、委託者はprime contractor ではありませんし、委託契約もsubcontracting agreement ではありません。
