へ Explanation: The original sentence is very badly written, and that's probably why you don't understand it. It may even be worth asking the author what he/she really means. Mutual beneficial = mutually beneficial Virtuous circle = virtuous cycle Let me try to break it down for you: (1) There is a mutually beneficial relationship between the two activities (mentioned in the previous sentence perhaps). (2) JSF wants to use this relationship as a virtuous cycle (positive spiral) that will help to foster a new mindset (way of thinking about x). (3) With this new mindset, people have a better understanding and acknowledgement of the benefits of the sectoral approach to the administration of justice process. I apologize for my terrible Japanese! |
