This is probably an easy one for many of you, but I'm struggling with the meaning of this phrase, which I am not familiar with. The usage would be similar to the following example:

用途を絞っていない汎用ツールなので、開発者はGTD用のツールとしても薦めているみたいだね。

I'm just interested in the common sense of this phrase, so I'm not particularly specifying a field here.
