Explanation:
I have always had a problem with monodzukuri translated as "manufacturing". It's about crafting superior products that the world says "wow, those clever Japanese", not about mass producing them at scale (manufacturing "wow" was Japan of the 1980s). I would translate it more along the lines of craftsmanship, fabrication, etc

人材教育 is equivalent to "human development", or "career development" (or in white collar professions "professional development") and I think 中核 modifies the whole phrase, not just 人材. Career development generally implies courses/ lectures (as opposed to training) so translating 講座 becomes redundant.
