紺代としていた

English translation: were concerned about / [what stakeholders] considered as an issue

Japanese term or phrase: 紺代としていた
This term appears in the following sentence:

この中で書くステークホルダーが共通して紺代としていたのだ泥炭地笠井であることを明らかにした。

I think it might be a typo (there are a lot in this document; see 書く above), but I can't think of what it should be.

Any suggestions?

Thank you!

Notes to answerer
Asker: Thank you. Content-wise this certainly makes sense. I just can't imagine somebody mixing up 'kon' and 'mon' on a keyboard.

Asker: True, they are close to each other. However, I've never mixed up k and m, and I'm as clumsy a typist as there is. I do believe you are right, however. Thank you!
