I surmise that the phrase is actually translated from other language, so that most probably the word 積分 is a translation of "integrated". "I would be a method of raising taxes to the highest level, then apply progressive taxation towards integrated income for (a period of) about 10 years and refunding paid taxes on years with smaller income". |
