"...manifestations of intention and other notices pertaining to the Data cease to be valid retroactive to the time of registration."

I think this is basically the same as the other answer, but "manifestation of intention" is the translation for 意思表示 used on Japanese Law Translation.

So it's not really that the data loses its effectiveness; it's the manifestation of intention that loses its effectiveness (or becomes invalid).
