English translation:application for utility model registration/request for utility model registration
Explanation:
It is a short form of "実用新案登録出願" in Japanese, which is officially translated into application for utility model registration or request for utility model registration.
If it is followed by the application year and number, it should be described as follows:
Japanese Utility Model Registration Application No. year-nnnnnn
Anyway, the essential keywords for this term are “application and registration”. Be sure to remember to include both words.

neutral  Joyce A: Hi.There are many JP. sites with "実用新案出願" and many ENG. sites with “utility model applications.” As in: In Finland, utility model applications are filed with the National Board of Patents and Registration (NBPR). I think it really depends on the context.
