Your passage does give away a clue about that side riddle, too. Think about it:
エラー停止を解除する would work perfectly well without 「」 quotes but, in such a case, might specify two successive manual control actions.
When put in 「」, that same statement functionally changes from an informal 'instruction' to an 'indicative feedback' displaying (where else but from a PC/laptop screen?) the progress or outcome of the manual "Reset" switch, just activated.

Accordingly, a rendering you might consider is:

"Following the correction of some fault that triggered the machine to an ERR-STOP state, Press the RESET switch, thus "Clearing the ERR-STOP."

Reading your passage more closely, I realise that your passage already supplied answers to my earlier speculations. 4 points:

1) it is the machine itself (機械が, i.e. it's internal control system) that stopped the current process and activated an "ERR-STOP" notification.

2) true! it is not so clear from your extract alone whether that notification is :
- displayed digitally? (on a central digital central display monitor,) or
- electrically? (on a local signal box with a key word on its face,
- or both (see '4)'.)
and determining this is essential to render 解除 in English.

What is certain anyway is that the "RESET" instruction calls for an electric "スイッチ"-based manual action.
(If that "RESET" was to be done through digital means, we could expect a reference to the "「RESET」（仮想の）ボタン” instead.)

3) What is clear is that 'hitting the RESET switch automatically clears the currently standing 'ERR-STOP" command. There is no need to perform these 2 separate adjustments one after the other through human action.

Sorry, wasn't clear enough about how an 'Err-Stop' command is usually triggered and cleared on a factory floor.
If anything is detected as going wrong, the quickest way for the persons in charge to freeze/suspend that process is to do so manually, by hitting the red button designed for that purpose and installed at each processing station of that line.

Now, resuming the batch run may require some settings reset before "clearing" that triggered "ERR-Stop' cmd.
If so, all this is often done digitally from a single location: the processing line control console.

On the other hand, if all that is required is freeing the processing line manually from some object that hinders its progress, rather than rechecking the settings for that run, then resuming processing is mostly done manually by "cancelling" that "ERR-Stop". This is done by simply hitting the green button sitting next to any of the red ones of the safety system.
