Your passage does give away a clue about that side riddle, too. Think about it: エラー停止を解除する would work perfectly well without 「」 quotes but, in such a case, might specify two successive manual control actions. When put in 「」, that same statement functionally changes from an informal 'instruction' to an 'indicative feedback' displaying (where else but from a PC/laptop screen?) the progress or outcome of the manual "Reset" switch, just activated.
Accordingly, a rendering you might consider is:
"Following the correction of some fault that triggered the machine to an ERR-STOP state, Press the RESET switch, thus "Clearing the ERR-STOP."
