造形 can indeed be modeling, but I think given the context what we're discussing here is art in general. For example, on the website noted in the references below, we see:

立体造形
　 （彫刻や空間ﾃﾞｻﾞｲﾝ）

平面造形
　 （ﾃﾞｯｻﾝや水彩画等）

In English, we wouldn't refer to sketching or watercolor painting as modeling, and would not usually even refer to it as design, but rather simply art. Considering that this is an arts and crafts class, my guess is that the source is simply saying that students will engage in not only painting/drawing/conventional two-dimensional art forms, but in sculpture and other three-dimensional art forms as well.

Explanation:
In a CAD situation 平面造形 could be surface modeling, but since this relates to arts and crafts, I would go with modeling of plane figures.
Solid modelling is the modelling of solid bodies, and is self-explanatory.

立体造形
3D formative art


Explanation:
造形美 is "formative art"

Assuming that this is the same thing, if the translator wants to be more specific, they can add "formative", as in "2D and 3D (formative) art.

We don't know if students in the workshop will use just their hands, or technology such as 3D printers, etc.

I don't know the field well, but I'm assuming that this is the same thing as described above and that it's all "formative art". Correct me if I'm wrong.
