Found a few definitions of bracarella and it is definitely dialect/slang. If you look at the link below, it is defined as "Si usa nel detto «calzoni a bracarella» per coloro che portano icalzoni o le brache allentate alla cintola quasi che caschino di dosso. Derivazione da
braca.

I think the term you go with in English really depends on context.
