This crops up everywhere in this academic text on moral education
La struttura della problematica morale rappresenta la base per ricavare alcune direzioni fondamentali dell’educazione morale...
Si tratta di due istanze potenzialmente opposte ma inseparabili, dalla cui tensione dialettica deriva la problematica dell’esperienza morale...
...bensì di ipotizzare un principio in grado di assicurare la comprensione razionale della problematica inerente all’esperienza morale.
Any ideas?

Explanation:
I think they mean the structure of ethics as a discipline, a branch of philosophy. However, I am far from sure.

agree  philgoddard: This works for the first sentence, which is the only one containing the phrase Isabelle is asking about. The others contain different phrases, and should be translated differently.

It could then be a very general rendition of problematica moral like "the nature of morality (itself)"

The inherent structure of moral issues... using the plural would be a way around it.

Notes to answerer
Asker: Issue is what I have been using so far but I'm not entirely convinced. I can't see how moral experiences would work in number 2 at least...

Asker: Yes, that might work.

Asker: Yes obviously the translation will vary. I'm looking for ideas here on what I've translated as 'issues' or similar thus far but am not really happy with.
